If you’re a landlord in the UK, you already know that energy efficiency standards are tightening. From 2025, all newly rented properties will need a minimum EPC rating of C, and existing tenancies are expected to follow soon after. The ECO4 Flex route (income-based) allows households who are not receiving benefits to still qualify for free energy-efficiency upgrades if they are on a low income. To be eligible through this route, your total gross annual household income must be £31,000 or less, regardless of your employment status. This includes income from salaries, pensions, and any other regular sources.

You could qualify for free insulation if your council tax band and energy performance certificate (EPC) meets the qualifying criteria. Through this scheme, you could be eligible for cavity wall insulation, heating controls or loft insulation.
